Default High CPU usage!? i7-3770k

Wondering if anyone can help out here.

We had Procaster latest version 20.3.25 running on HP desktops with below spec
Win7 64bit OS
Intel Core i7 860 @ 2.80GHz with
8 GB Ram
500 GB HD
6570 1 GB ATI HD
Black Magic Intensity Pro
Upload Speed 20Mb +

We were constantly getting High CPU usage warnings and application would intermittently crash, the background apps that were running are Windows Journal or OneNote, sometime it would give high CPU warning & crash without any other apps running just streaming HD+Medium

After speaking to Livestream support the recommendation was to upgrade PC which would be capable of HD Multi-Bitrate Streaming or Optimal Spec.

So we bought below components and custom built PC.
Win7 64bit OS
Asus P8LX Z77-V
Intel i7 3770 @ 3.50GHz
16 GB Ram
1TB drive
6570 1 GB ATI HD

Unfortunately we have exact same issue with Procaster 20.3.25, high CPU usage warning and then crashes.

We are trying to Stream either HD+High or HD+Medium, but seems only quality we can stream without any issues is Mobile.

Few questions below that maybe someone can answer.

Is there "older" version of Procaster that works better, less CPU intensive? as above hardware spec. should handle HD streaming.
Is there anything else that I did not try like channel configuration?
Would getting more powerful Graphic Card be advisable? note we are not recording Games, its purely for use with Camcorder/Intensity Pro HDMI Capture.
Could issue be the Intensity Pro card? we are using latest drivers and firmware.

It’s getting extremely frustrating and quite expensive, any info or help would be much appreciated.
